Wubi is an officially recognized Linux installer made for Ubuntu which runs under a Windows environment allowing users to conveniently enter into the free operating system world.
It is just as any other Windows program and can both install and uninstall Ubuntu in the simplest way one can think. A boot menu at the computer start will let you choose what system to load.
Thee is no more the risk of losing data by performing advanced operations such as disk formatting or creating separate disk partitions. Run the Wubi application, set up a password and click on the Install button. No knowledge is required, only a few minutes of patience will be enough.
It does not work as a virtual machine nor it is a stand alone distribution. The full installation is created by a loopmounted device (disk image). Ubuntu is not installed on its own partition but within a Windows file (c:ubuntudisksroot.disk) that will be seen by Linux as a real hard drive.
The new system will provide many indispensable applications such as web browser, email and IM client, an office suite compatible with MS Office, picture management and image editing software, media player, certain games, video conferencing. You can additionally install any other utility from thousands available.

The file system used is more susceptible to be damaged by hard-reboots (by power outages or turning off/unplugging the power) than the normal filesystem of a dedicated partition Ubuntu installation.
